OSHA 10-Hour & OSHA 30-Hour Training

The 10-hour class is intended to provide workers with awareness of common job-related safety and health hazards. The 30-hour class is more appropriate for supervisors or workers with some safety responsibility. 

Training will be conducted by an Authorized OSHA trainer(s). There will be a final exam at the conclusion of the training that will gauge comprehension of information discussed throughout the class. Students will have three opportunities to pass the exam. If they do not pass on the third attempt they will be required to retake the entire class. An interim certificate will be issued upon passing the final exam with a score of 70% or higher. An OSHA 30-hour card will be issued within four (4) weeks of completion of the course. It is recommended that all participants be proficient in English; otherwise it they should take the course the language that they understand the best.    

New York City Local Law 196

As of March 1st, all workers and supervisors are to be OSHA 10hr trained on NYC construction projects that require a site safety plan (including a construction superintendent). March 1st, 2018, is the first stage of implementation, with final implication requiring a proposed 40hr to 55hr of safety training for workers and between 60 and 75 hrs of safety training for supervisors.

Penalties can be up to $5000 fine for each instance of untrained workers to owner of site, permit holder and employer of the untrained employee(s). Additionally, permit holders including site safety personnel may be subject to civil penalties of $2500.

The format of training has also been outlined by the new law. Online training w/o a proctor and monitoring to ensure that the trainee is present for the entire length of training will not be accepted. In-person classroom training is the gold standard.

There some exceptions to training requirements:

• Delivery persons, flag persons, Professional Engineers, Registered Architects, Special Inspectors, and Department-licensees (excluding safety professionals) are not required to be trained.
• Workers at job sites that only involve minor alterations or the construction of a new 1-, 2-, or 3-family home are not required to be trained.

NOTES

• If you fall into one of these categories but serve as a Site Safety Manager, Site Safety Coordinator, Concrete Safety Manager, Construction Superintendent or competent person, you must receive training.
• While Licensees themselves do not need to be trained, employees working under their direct and continuing supervision do need to be trained.
